Director David Bulling
Chief Bulling
David Bulling is a 27 year veteran of the Ionia Department of Public Safety, having served as the agency’s Director since August of 2001. Director Bulling received his education from Delta College and initially worked as a road officer for the Ionia Police Department. Upon the merger of the City of Ionia Police and Fire Departments in 1987, Bulling continued working as a Public Safety Officer until promoted to Detective in January of 1992. Bulling would later receive promotions to Detective / Sergeant, Lieutenant, Deputy Director, and finally to his current position of Director of Ionia Public Safety.


Lieutenant Troy Thomas

Troy Thomas is an 20 year veteran of Ionia Department of Public Safety, having served as a Patrol Sergeant since 2000. Thomas obtained his education from Grand Rapids Junior College and initially served as a Patrol Officer for the Department. He quickly then obtained his Fire Fighter I status and began serving as a Public Safety Officer. Thomas’ current duties include overseeing the patrol force, the evidence room and training, as well as coordinating the F.O.I.A. (Freedom of Information Act) program.

Sergeant John Odette

John Odette is a 16 year veteran of the Ionia Department of Public Safety, having served as the agency’s Detective Sergeant since August of 2001. Odette obtained his education from Lansing Community College and Ferris State University. He began his career at Ionia Public Safety as a firefighter in 1991 and was soon hired as a full-time Public Safety Officer. Odette’s duties consist of investigating major case crimes, assisting other officers with their investigations, and other supervisory details. Odette has also received extensive training in fire investigation.

Detective Phil Wolters

Phil Wolters is a 20 year veteran of the Ionia Department of Public Safety, having served as the agency's Detective since April 2010. Wolters obtained his education from Ferris State University. He began his career with the Department in 1990 as a patrol Officer. Wolters worked 3 years undercover with the Central Michigan Enforcement Team and has since served as a Field Training Officer. Wolter's duties consist of investigating major case crimes, assisting other officers with their investigations, and other supervisory details.
